I am able to read and then understand the language...but it is very difficult to me to listen and understand what the person is saying....

Yes, this is a common problem Nagma when it comes to learning languages.

Try to listen as often as possible to spoken German and read at the same time.

You should start with easy to follow recordings, to learn you need to undestand majority of the words and phrases. Gradually, try more advanced materials, I like podcasts a lot.
