How to remember language vocabulary quickly?

I think this is the main problem when learning a foreign language. How to remember thousands of words and phrases quickly... Do you have any good methods and techniques to do it? What works and what is not so effective? Do you use spaced repetition programmes? If so, what do you think about them?
