Thanks for your question. I think that achieving fluency is a very ambitious goal and in some circumstances can become an obstacle to make progress. Polish is a difficult language to learn and it is easy to get frustrated and give up learning completely.
I suppose it is better to break this goal into a smaller, easier to achieve objectives. It can be something like "I can introduce myself in Polish", "I can write a short YouTube comment in Polish", "I understand 80% of a Polish song", etc.
Achieving these smaller steps will be much more productive and will keep the motivation high. It will also lead you to fluency in the end.
On more technical note, if fluency means fluent speaking I think it is very important to speak as much as possible. Some people say, that you can improve speaking by reading but I personally do not believe it. I think in order to speak well, you need to speak a lot 😀
